As principal investigator of a four-year project (2007–2011) evaluating the Generation II and Generation III WIRED regions for the U.S. Department of Labor Employment and Training Administration, he has overseen the evaluation design, data collection, and analyses phases of the project. As principal investigator of a project for the Washington Training and Education Coordinating Board, Dr. Hollenbeck is linking administrative data sources in order to estimate the net impact, costs, and benefits of 10 statewide workforce development programs. He has conducted two similar prior studies for Washington as well as for Virginia and Indiana.
